Develop and enable people through formal education and training to become leaders who will integrate sustainability in their professional and personal pursuits. Offer individuals the opportunity to receive training via credit and non-credit classes to expand their knowledge base of sustainability issues and introduce them to a range of mitigation strategies and cutting-edge technologies.

Contribute significantly to improving the quality and vitality of life for Huerfano county's communities. Identify specific areas of life in Huerfano’s various communities that could be improved by implementation of sustainability practices.
Objective 2:
Create awareness within the overall community of the sustainability issues arising out of the areas identified by Objective 1.
Objective 3:
Design specific projects to meet the range of needs found in Objective 1.
Objective 4:
Work with identified community leaders to implement projects in a well-thought out and timely fashion.
Objective 5:
Build a fully operational and environmentally integrated community which is carbon compensating and receives payment from the sell of carbon offsets for no less than 30,000 homes.

- Identify and employ the Executive Officer.
- Create list of potential directors, being sure to include members from across the community.
- Create a team to approach the potential directors to join the organization.
- Formally institute the governing body.

- Create examples of sustainable living within the community of Walsenburg and surrounding areas.
- Identify and pursue opportunities to create living classroom models.
- Engage students, community members and other stakeholders in these learning labs to pursue the integration of theory and practice.

- Secure the services of experts in the field of sustainability to discuss and implement the concerns and solutions that are critical to the future of Huerfano and beyond.

- Create the distinctive CERI ‘brand’ through effective story-telling.
- Develop an effective marketing and communication strategy to attract instructors and students and residents.

Gather information, foster innovation, generate new knowledge and develop and validate appropriate strategies that focus primarily on sustainable communities. Establish a research agenda to pursue research questions.
Action Strategies:
- Identify individual(s) to develop and implement this research agenda, to be informed by a literature and practice review.
- Establish a system of data collection and metrics to enable implementation.
- Coordinate the research agenda with Scholar and Intern Program.

Demonstrate efficacy of research and integrate results with existing and envisioned practices on Walsenburg and in other communities.
